1949年、中国共産党が中国の実権を奪い（中華人民共和国）、中国政府（中華民国）は台湾に逃げつつも、国際社会の支持を受けていました。
しかし旧植民地の独立を中華人民共和国（中国）が支援したことや、第二次インドシナ戦争でアメリカ（中華民国/台湾のスポンサー）の影響力が低下したことを理由に、国連の代表権を交代する話になりました。
アメリカや日本の、両方加盟する案もありましたが、西欧諸国などの裏切りにより、中華民国（台湾）を追放する方の案が採決されました。
この決議の名前は、提案国代表のアルバニアにちなんでつけられ、日本やアメリカとの国交樹立を通した中国の国力向上につながりました。
同時に台湾（中華民国）を、オブザーバーという形で国連に残さなかったことは、東アジアの平和にとってマイナスとなりました。

1949, CCP took power of China (PRC), & Chinese Government (ROC) escaped to Taiwan but be supported by International Society.
But by PRC (Chinese) Support for Independence of Former Colonies & Decline in Influence of US (Sponsor of ROC/Taiwan) by 2nd Indochina War, Change of UN Representation was proposed.
There was draft of accession of both sides by US & Japan, but by Betrayal of Western Europe & some other Countries, draft of expel ROC (Taiwan) was adopted.
Name of this Resolution is origin from Albania Main Proposing Country, & connected Power up of China by Establishment of Diplomatic Relations between Japan & US.
And it brought negative influence to Peace of Eastern Asia by didn't left Taiwan (ROC) in UN as Observer.
